Admissions Selection Procedures

International exchange students are exempt from the National Center Test for University Admissions. Selection of applicants for acceptance is determined by a combination of application contents, results of the Examination for Japanese University Admission for International Students (EJU), TOEFL or TOEIC scores, and the results of a short essay and interview in Japanese.

Qualifications for Applicants

Applicants to whom all of the following items apply

  1. Applicant must not hold Japanese citizenship (excluding persons who have obtained permanent resident status in Japan).
  2. Foreigners must have completed a formal education consisting of a 12-year curriculum and are expected to have completed this by March 31, 2020 in other countries, or must be persons who meet the above conditions and are designated by Minister of Education, Culture, Sports, Science and Technology.
    1. Persons with an International Baccalaureate certificate conferred by the International Baccalaureate Organization, a foundation based on Swiss Civil Code.
    2. Persons with a baccalaureate certificate recognized as equivalent to a university entrance qualification by the French Republic.
    3. Persons with an Abitur certificate recognized as equivalent to a university entrance qualification by every state of the Federal Republic of Germany.
  3. Persons possessing a status of residence as "College Student" with no impediments to attending a university as stipulated by Appended Table I (4) of the Immigration Control and Refugee Recognition Act, or persons expected to acquire such status before entering the university.
  4. Persons who taken the subjects required by Fukuyama City University of the Examination for Japanese University Admission for International Students, administered by the Japan Student Services Organization (either the first exam of 2019, or second exam of 2019), and have received a total score of 210 or more in the subjects of "Reading Comprehension" and "Listening Reading Comprehension" of Japanese.
  5. For persons whose native language is not English: Persons who have taken the TOEFL (iBT, PBT) or TOEIC (public test) after Feb. 1, 2018. (* Code for sending a TOEFL Official Score Report: DI Code 7313, Department Code 00.)

Application Instructions

  1. Fill out the required items on the specified envelope (length of 240 mm x width of 332 mm) attached to the application instructions (be sure to fill out items on the reverse of the envelope). Insert the application and other documents into the envelope and send it to the university.
  2. We request that you mail the application by simple registered express delivery. Do not personally hand-deliver the application to the university.

Documents Required for Submittal with Application

Application form (OCR paper)

Fill in the forms (Combined Working Adult/ Private-Expense International Students Selection Form: Green) attached to the application instructions using black ballpoint pen.

* Refer to the entry instructions, and first fill out the "Application form (Duplicate)" and check for any errors before filling out the actual application.
* Do not cut out the application form, exam admission card, photo ID card, or the card to attach the proof of reception of payment for the entrance exam fee.

Exam admission card / Photo ID card

  1. Refer to the entry instructions, and fill in the required items of the paper attached to the application form.
  2. Attach a photo (length of 4 cm x width of 3 cm, upper half of body photographed within three months of application submission, from the front with the head uncovered and a neutral background) in the specified location.

Card to attach the proof of reception of payment for the entrance exam fee

  1. Fill in the required items on the "card to attach the proof of reception of payment for the entrance exam fee" attached to the application form.
  2. Use the payment form attached to the application instructions to make a payment of 17,000 yen for the entrance exam fee via the Japanese Post Office (including the Japan Post ("Yucho") Bank; applies for all payments described below) or a bank, and attach the proof of payment received to the specified location.
  3. Use the blue form if paying by post office, or the red form if paying by bank (excluding Yucho Bank).
  4. A 30-yen handling charge is generally necessary if paying by post office.
  5. Banks and other financial institutions where payment can be made are listed on the backside of the payment form.
  6. ATM and Internet money transfers are not available.
  7. Please be aware that payment cannot be made in person at the university.

Graduation (expected) certificate and transcript of last school attended in home country and Japanese translations of these documents

Persons corresponding to Qualifications for Applicants 2. above must provide any of the following: graduation (expected) certificate and transcript of the last school attended in home country; documents that serve as proof of completion or expected completion of the corresponding curriculum; or a copy of certificate of successful test completion (passing score). Persons corresponding to Qualifications for Applicants 2.1 above must provide a copy of his/her International Baccalaureate certificate and the final transcript of the corresponding final test. Persons corresponding to Qualifications for Applicants 2.2 above must provide a copy of his/her baccalaureate certificate and the transcript of the baccalaureate certification exam. Persons corresponding to Qualifications for Applicants 2.3 must provide a copy of his/her certificate of general university entrance qualification conferred to a person who has acquired the Abitur qualification. These documents are also required to translate into Japanese.

Certification of information recorded on resident registration file

Issued by the mayor of a city, ward, town or village. Applicant must provide proof of visa status and the start of his or her residency in Japan.
If the applicant has not registered as an alien, then he/she must provide a copy of his/her passport (showing name, date of birth, gender and country where issued).

Exam admission card and results notification of the Examination for Japanese University Admission for International Students (copy)

Applicants must provide a copy of the exam admission card and results notification of the Examination for Japanese University Admission for International Students (administered by the Japan Student Services Organization) for the test whose results you want to use for your application (either the first exam of 2019, or second exam of 2019).

TOEFL or TOEIC scores

Applicants whose native language is not English must provide the Official Score Report or score report sent to the applicant (original copy) for the TOEFL (iBT, PBT), or the formal certificate (original copy) for the TOEIC (public test) of a test taken after Feb. 1, 2018.
The original copy of scores of the applicant will be verified and copied at the university, and then returned to the applicant together with the exam admission card. (If being returned, fold into a specified-size envelope (length of 120 mm x width of 235 mm).

Statement of reason for applying / Curriculum vitae (Resume)

The form attached to the application instructions must be filled in by hand by the applicant.

Address for notification card (Sticker)

Write the applicant's name, address and postal code on the paper attached to the application instructions.

Envelope for returning exam admission card (length of 120 mm x width of 235 mm)

On the envelope attached to the application instructions, write the applicant's name, address and postal code for the address where the exam admission card will be sent, and affix a 694-yen stamp.

Important Points Related to the Application Procedures

An application for the Department of Childhood Education of the Faculty of Education must specify the course (separation application for each course).

Insufficient or defective applications documents cannot be accepted. Be sure to fully check your application before submitting.

No changes of the submitted information are permitted after submission of the application documents. However, please contact the Entrance Exam Dept. of Fukuyama City University by telephone (+81-84-999-1113) as soon as possible if there are any changes to your address or other contact information.

None of the submitted application documents can be returned with the exception of the applicant's original copy of TOEFL or TOEIC scores.

If any discrepancies are found in the information included in the application documents, it is possible for admission to be revoked even after permission for admission has been granted.
